Abstract

The session “Union Organizing Outside the NLRB: Neutrality and Card Check Agreements” offered an opportunity to learn about the most recent research on the frequency, scope, and impact of these increasingly popular union organizing tools. Moreover, the session was, to my knowledge, the first ever to bring together union, management, and dispute resolution specialists who are engaged in neutrality and card check strategies to discuss their advantages and disadvantages. Despite the diversity of stakeholder positions, the presenters all acknowledged that when carefully developed and implemented by union and management, neutrality and card check arrangements will result in organizing campaigns that are much shorter and less disruptive to the workplace than those run under traditional NLRB procedures.
