Abstract

Kimberly Clausing, a respected international economist and one of the world’s leading experts on multinational firms’ responses to tax policy, makes a powerful point that it is not our foreign economic policy that left the middle class behind, it is our domestic policy failures. She provides a timely and comprehensive set of recommendations for building on American strengths by investing in people and infrastructure, while working to better harness the opportunities of the global economy for our communities. Generally non-partisan in tone, the text is nonetheless a clarion call for a return to reason by polarizing forces on both sides of the aisle whose rare moments of agreement center on antitrade rhetoric, threatening both long-term U.S. growth prospects and our foreign alliances.
