Abstract

The terrorist attacks of September 11, 2001, exposed a major vulnerability in the U.S. security framework. Terrorists didn’t just exploit flaws in our airline passenger screening system, they also carried out a strategic jiu jitsu by using the sophisticated technology of the nation’s transportation system as a weapon.Other modes of transportation have similar vulnerabilities, especially motor freight, the circulatory system of U.S. commerce. Representatives of government, business, labor, and academia are trying to reduce the risks. But the challenges are considerable, and there’s no way to avoid trade-offs of security, privacy, and affordability.
