Abstract

In recent months, two developments in the nation’s capital have promised to have an impact on federal labor relations: the proposed “contracting out” of a large number of federal workers, and the establishment of the new Department of Homeland Security (DHS). In the case of contracting out, the key to success is keeping in mind that government work is the people’s work. In the case of the creation of the DHS, the key is that people make it work.
