Reforming China’s Systems of Employment and Labor Relations

Abstract

The ongoing reform of China’s employment and labor relations systems has already produced many changes in institutional structures, strategies and practices. Appreciating these changes requires placing them in the context of comprehensive reform of the economic system. As reform continues, government must be more of an umpire than a direct participant in labor markets, but there are still a number of active tasks that it should perform.
