Demand for SKILLED IMMIGRANTS in INFORMATION TECHNOLOGY: Following the Labor Market from Bubble to Bust

Abstract
The world’s richest nations court foreign workers to supply employers’ demand for the best and the brightest. While America leads the competition, its immigration policy is fraught with problems for both employers and domestic labor markets. Effective policy should meet employer demand in a timely fashion, protect working conditions, and not foster over-dependence on foreign workers. Of the alphabet soup of employment visas the H-1B, the largest and most controversial, fails to meet these basic standards.
