Abstract

To say that the legal framework in the United States has had a profound impact on American collective bargaining is to spell out the obvious. Far from obvious, however, is the full meaning of this impact-the "how" and "why," if you will. The purpose of this volume, therefore, is to come to grips with this "how" and "why." Given the complexity of the legal framework in collective bargaining-federal and state jurisdictions; legislative, executive, administrative, and judicial levels; numerous substantive areas-it goes without saying that no single volume can provide definitive answers to all the questions involved. Nor, for that matter, should one realistically expect final answers even for the limited number of queries raised by our authors, if only because of space limitations. But at the least, the contributors have made an impressive start.
