Abstract

The Construction Industry Council (CIC) began with an organizational meeting at the LERA annual meeting in January 2005. Since then it has been developing its links with LERA members interested in the construction industry and has been in discussions with actors in the industry to determine issues of mutual concern. The structure of the construction industry presents a challenge to the council: except for a few very large firms such as Bechtel and Parsons, construction is regional or local, divided by trade and type of construction, and dominated by small firms. The fragmentation of the industry allows the CIC to establish good relationships with actors in the industry but renders it difficult for the council to establish strong relationships with the industry itself.
