Abstract

There is no single way to turn the tide of union decline. A combination of tactics might ultimately be necessary, including minority representation (as was common during the New Deal), restructuring of the AFL-CIO, greater use of the card-check route to recognition, and reverting to past models of craft unionism. A look at successful coalition building between unions and women's organizations may also suggest how to increase union density by organizing more women workers.
