Human Capital Reform in Defense: Labor’s Perspective

Abstract

In 2003, Congress gave the Department of Defense (DoD) authority to establish a more flexible civilian personnel management system. The National Security Personnel System (NSPS) will establish new rules for how civilians are hired, assigned, compensated, promoted, and disciplined. It will also make changes in the department’s labor relations. Labor’s perspective on the NSPS is that it will undermine organizational performance even as it compromises employee rights.
