Abstract

The mission of the Federal Aviation Administration (FAA) is to provide the safest and most efficient aerospace system in the world. The FAA’s key aviation functions include regulating air commerce and compliance with civil aviation safety standards, operating the national air traffic management system, and assisting in the development of airports. The skills and expertise of the organization’s workforce are critical to achievement of its mission. The FAA consists of some 50,000 people, organized into five lines of business and several staff offices (at the field, regional, and headquarters levels); it operates with a multiunion workforce.
